airing the president. my colleagues and friends on "the five" are going to take you through that. we're waiting to hear what the leader of this country has to say about the battle of brinkmanship back and forth between both parties of this country. now seven hours from the likely shutdown of the government. hello, i'm eric bolling. we are waiting for president obama who will approach the podium at the brady press briefing room in the white house. the president is expected to weigh in on the back and forth that's been going on regarding the government shutdown that's supposed to take place at midnight tonight. all day long, house members and senate members have been ping ponging back and forth. discussing what to do with this continuing resolution that will fund the government. whether it's for another week, another month, till the end of the year or going forward. because the house earlier during the weekend on saturday attached an amendment to the senate bill, senate sent it over to the

house, the house took the bill, added language that would delay the implementation of obama care for a year, and also added some language as to making sure that congress was also going to have to use obama care going forward. so that bill is voted on in the house. it was passed. they sent it to harry reid in the senate. harry reid categorically rejected the bill. said no way, we're not going to vote on that. so now it goes back to the house. the house has the bill. we're waiting to hear what happens, if president obama should approach the mic any minute. bob, you've been a political analyst. have you ever seen so much weighing in, so much importance on one or two votes in your life? >> no, but i have also never seen one of these -- there's been 17 of these since i was born. generally, this conversation, the amazing thing to me is how little conversation -- >> here we go, the president. >> of all the responsibilities the constitution endows to

congress, two should be fairly simple. pass the budget. and pay america's bills. but if the united states congress does not fulfill its responsibility to pass a budget today, much of the united states government will be forced to shut down tomorrow. i want to be very clear about what that shutdown would mean. what will remain open. and what will not. with regard to operations that will continue, if you're on social security, you will keep receiving your checks. if you're on medicare, your doctor will still see you. everyone's mail will still be delivered. and government operations related to national security or public safety will go on. our troops will continue to serve with skill, honor and courage. air traffic controllers, prison guards, those with border patrol, will remain on their

posts. but their paychecks will be delayed until the government reopens. nasa will shut down almost entirely. but mission control will remain open to support the astronauts serving on the space station. i also want to be very clear about what would change. office buildings would close. paychecks will be delayed. vital services that seniors and veterans, women and children, businesses and our economy depend on would be hamstrung. business owners would see delays in raising capital, seeking infrastructure permits or rebuilding after hurricane sandy. veterans who have sacrificed for their country will find their support centers unstaffed. tourists will find every one of america's national parks and monuments from yosemite to the smithsonian to the statue of liberty immediately closed. and of course the communities and small businesses that rely

on these national treasures for their livelihoods will be out of customers and out of luck. in keeping with the broad ram fa i kas of a shutdown, i think it's important that everybody understand the federal government is america's largest employer. more than 2 million civilian workers and 1.4 million active duty military serve in all 50 states and all around the world. in the event of a government shutdown, hundreds of thousands of these dedicated public servants who stay on the job will do so without pay. and several hundred thousand more will be immediately and indefinitely furloughed without pay. what will of course not be furloughed are the bills that they have to pay. their mortgages, their tuition payments, their car notes. these americans are neighbors. their kids go to our schools. they worship where we do.

they serve their country with pride. they are the customers of every business in this country. and they would be hurt greatly and as a consequence all of us will be hurt greatly, should congress choose to shut people's government down. so a shutdown will have a very real economic impact on real people. right away. past shutdowns have disrupted the economy significantly. this one would too. it would throw a wrench into the gears of our economy at a time when those gears have gained some traction. five years ago right now, our economy was in meltdown. today, our businesses have created 7 1/2 million new jobs over the past 3 1/2 years. the housing market is healing. our deficits are falling fast. the idea of putting the american people's hard-earned progress at

risk is the height of irresponsibility. and it doesn't have to happen. let me repeat this. it does not have to have happen. all of this is entirely preventable if the house chooses to do what the senate has already done. and that's the simple act of funding our government without making extraneous and controversial demands in the process. the same way other congresses have for more than 200 years. unfortunately right now, house republicans continue to tie funding of the government to ideological demands like limiting a woman's access to contraception or delaying the affordable care act. all to save face after making some impossible promises to the extreme right wing of their party. so let me be clear about this, an important part of the affordable care act takes effect tomorrow. no matter what congress decides

to do today. the affordable care act is moving forward. that funding is already in place. you can't shut it down. this is a law that passed both houses of congress, a law that bears my signature. a law that the supreme court upheld as constitutional. a law that voters chose not to repeal last november. a law that is already providing benefits to millions of americans in the form of young people staying on their parent's plan until they're 26. seniors getting cheaper prescription drugs. making sure that insurance companies aren't imposing lifetime limits when you already have health insurance. providing rebates for consumers when insurance companies are spending too much money on overhead instead of health care. those things are already happening. starting tomorrow, tens of millions of americans will be able to visit health care.gov to shop for affordable health care

coverage. so americans who have lived for years in some cases with the fear that one illness can send them into bankruptcy. americans who have been price the out of the market just because they've been sick once, they'll finally be able to afford coverage. quality coverage. many of them for the first time in their lives. some of them may be sick as we speak. and this is their best opportunity to get some security and some relief. tens of thousands of americans die every single year because they don't have access to afford be a health care. despite this, republicans have said that if we block these americans out of affordable health care for one more year, if we sacrifice the health care of millions of americans, then they'll fund the government for a couple of more months.

does anybody truly believe that we won't have this fight again in a couple more months? even at christmas? but here's the bottom line. i'm always willing to work with anyone, either party, to make sure the affordable care act works better. to make sure our government works better. i'm always willing to work with anyone to grow our economy faster. or to create new jobs faster. to get our fiscal house in order for the long run. i've demonstrated this time and time again. oftentimes consternation of my own party. but one faction of one party in one house of congress in one branch of government doesn't get to shut down the entire government just to refight the results of an election. keeping the people's government open is not a concession to me.

keeping vital services running and hundreds of thousands of americans on the job is not something you give to the other side. it's our basic responsibility. it's something that we're doing for our military. and our businesses. and our economy. and all the hard-working people out there. the person working for the agricultural department out in some rural community who's out there helping some farmers make sure that they're making some modest profit for all the hard work they're putting in. the person working for hud. who's helping somebody buy a house for the first time. there's somebody in a va office who's counseling one of our vets who's got ptsd. that's who we're here to serve.

that's why we're supposed to be carrying out these responsibilities. it's why we should be avoiding the kind of constant brinkmansship. that something that we do in the ordinary process of this extraordinary system of government that we have. you don't get to extract a ransom for doing your job. for doing what you're supposed to be doing anyway. or just because there's a law there that you don't like. the american people sent us here to govern. they sent us here to make sure that we're doing everything we can to make their lives a little bit better. to create new jobs. to restore economic security. to rebuild the prospects of upward mobility. that's what they expect. and they understand that there are differences between the parties. and we're going to be having some tough fights around those differences. and i respect the fact that the other party's not supposed to agree with me 100% of the time,

just like i don't agree with them. but they do also expect that we don't bring the entire government to a halt or the entire economy to a halt just because of those differences. that's what they deserve. they've worked too hard for too long to recover from previous crises just to have folks here in washington manufacture yet another one that they have to dig themselves out of. so, congress needs to keep our government open. needs to pay our bills on time. and never, ever threaten the full faith and credit of the united states of america. and time's running out. my hope and expectation is that in the 11th hour once again, is that congress will choose to do the right thing and that the house of representatives in particular will choose the right thing. thank you very much. >> all right, that was president

obama wrapping up about a ten-minute speech. he came to the podium to talk about the affordable care act, if i may, just for a second. he described what tomorrow will likely look like. he said federal workers, their paychecks will be delayed. he said several hundred thousand workers will be furloughed. he pointed out that national security checks will still go out. the economy will be hurt. he also talked about -- he talked about the house. he talked about how the house cannot shut down obama care. he said -- he outlined the provisions of obama care. that he found important. maybe some of the less controversial provisions. and he summed it up with the bottom line, he's willing to work to make sure the affordable care act works better. he called obama care our basic responsibility and we should never threaten the full faith and credit of the united states government. kimberly, i'm not sure that he was talking to -- who was he talking to? 8 his

supporters. he was further defining with the stroke of a brush who the bad guys are in this. the people that want to shut the government down. the obstructists. the people who are the extreme right who are dangerous. but he didn't take any questions because he doesn't want to really hear what anybody else has to say. >> you're pointing out some interesting comments. go ahead. >> first, whenever this happens, they act like this is a horrible thing that's never happened before. the government shut down seven times when tip o'neill was around. and obviously remember '94 bill clinton, shut down for a long period of time. the government was closed while his pants remained open. but it's a horror movie. you keep seeing over and over again. the law keeps changing. he's changed it more types, i don't know, than bob's -- how can it be the law of the land

when it's constantly changing? i'm for the shutdown if you get the money back. where does the money go when the government is not working? does it go to like some secret place? it's like holding back a fart. it disappears with no relief. i want to know where the money goes. >> all right. >> toss it to bob. >> the one thing that resonated with me. he said obama care is our basic responsibility. let's try to put this all in somewhat of a perspective. beginning with the idea of a continuing resolution about keeping the government open. what is stalling on that is that the house in the form of a very extreme wing of the party is holding up because they want to use that vehicle to keep the government open to change obama care. now, the senate says no, obama says no, obama care starts tomorrow. it's already funded. they can't do anything about that. the question i think, it is about obama care, but it's really about keeping the government open or closed. the other thing i think when he talks about, he sent a message

out about the debt ceiling. we're still 17 days away from the debt ceiling. >> his last line was, he said we should never keep -- put the full faith and credit of the united states at risk. jedi ya, your thoughts on president obama's speech? >> the line that i love is when he talks about the shutdown and he says it's a real economic impact on real people. yes, guess what, so is obama care. that's what this whole fight is about. the never economic impact on small businesses shifting workers from full-time to part-time status because of obama care. when the right has something to say, it's presented as a ideological battle. when the left has something to say, it's always presented as a tangible practical battle. that's simply not true. we're talking about policy. we're talking about bad policy. we finally have republicans willing to fight to defund something that stinks. >> greg pointed out that it's a law but it's the law that keeps

changing. people keep getting exempt from the law. different groups, special interest groups. >> shape shifting. >> why should that be a law? by the way, a law that was passed with zero republican votes. zero, not a one. >> laws are passed by majorities. are they not? in the end, i think what we're look at here is you don't like this law, understand that, the republicans don't like that, i understand that, but tomorrow morning, there are millions of americans who are going to go and try to get -- who do not have health insurance, who are going to try to get some. it seems we have a responsibility here. if you want to change it, elect people who will change it. >> i agree. this really is -- it is about elections. and that's kind of the sobering reality. if they want to get that medical device repealed, be clude golf clubs in that and obama could agree. the fact is, the law is expensive, unwieldily.

it's a liberal success. the best argument republicans have is obama has tinkered with this monster already. he's delayed this. he's cut that. he makes dr. frankstein look like an capture hobbyist. why can't they add a rider that says you in congress have to accept obama care as your coverage? >> because they don't want to accept it. >> bob points, it's a law you have to deal with. what we've shown here, there are two different factions in the republican party. there are those on the right that ted cruz as a tea partyist, rand paul and the like who want to say, even if it's in a law, we want to fight. >> the reason is because they believe that it is deeply flawed, that it is injurious to the american economy and i believe ultimately to the middle class who will bear the burden. they should stand on principle. but if it was just about partisanship, they'd be more worried about the whole party

going forward in unison to try and do something together. >> the fact is that nobody at this table knows what the o outcome of this law is going to be. what we do know, in fact, as i repeat this, tomorrow there will be people by the millions signing up for the first time. we have a responsibility not to sit here and argue about this person or that person. but to explain how these exchanges work and how they can get insurance. >> tomorrow, we could all get free bicycles. it's not our responsibility to say who pays for it. >> let's just say we give free bicycles. do you ever take them back if they don't work? >> that's the problem. once you roll this out. this is what the republicans like the ted cruzes are saying. once this gets out there, once this starts to be implemented, we're never going to be able to roll it back. this bad policy is going to multiply. you said we're not seeing result ofs this yet. we're seeing the workers shift over to part-time status. we're seeing the premiums rise.

new research shows people dislike green causes because they dislike environmentalists. case in point, on twitter, meteorologist eric otthughes said he's never flying again. he tweeted he, quote, broke down in tears after reading the u.n. climate report and tweeted no more air travel before actually boarding a plane. which makes me think his in-laws are not in driving distance and the in-laws are really pleased. someone should tell him planes are better than driving. he says he's the expert in what, beta male snivling? i'm calling bs on this drama queen. this is what dooms environmentalism. dishonest hiss stairics who put drama before data.
